Minutes of the Board of Anson County Commissioners – Volume 2 page 439 – August 13, 1883 – Hilliard C. Parsons having applied to the Board of Commissioners of Anson County for appointment from said county as a student at the University of this State & having shown by his own oath & that of Walter L. Parsons both in writing that neither he nor his guardian nor parent have sufficient estate to defray his necessary expenses at the university for his room rent & tuition, now it is ordered that Hilliard C. Parsons be appointed county student at the university with the benefit of exemption from room rent & tuition fees this August 13th, 1883
