I found her, age 21, living with S.W. Strain in Madison Twp, Highland Co. The Strains were prominent in Rocky Spring Presby Church there. Is this the church you mention? Across Paint Creek is Ross. Co. I found several Jacks there but none with Emma.
There is an Emma Jacks, 20, in Clinton Co. with her parents. Could this be her? Not unheard of to be on census more than once as they were taken over period of several months.
