I searched in the French databases, geneanet, cousinsgenweb, notrefamille.
This name Jouvenal is very rare in France : only 14 babies Jouvenal born in France between 1891 and 1990. All these babies are born in the South of France.

It's in French but I suppose it's easy to understand.

In the genealogical databases I found absolutely no data about Jouvenal neither in Strasbourg nor in the subregion near this town.
I suppose that the name changed when your ancestor emigrated. But what was his name before ?
You should have a look at the immigration registers, maybe it could give you some clues.
Or you can ask for the Strasbourg registers in the LDS library and look at the birth acts but Strasbourg is a big city and it will be an long work. And you must be sure that your ancestor isn't born in a village near Strasbourg ...
