Charlotte appears as 'Caroline Palliot', with son Roger, arrived Oct 05, 1915. This is relevant because she lists her father, M (Mr?) Palliot Melville/Nelville Rue de Sud at Joigny, France. (Must be father in law?). She was b. Paris, her son b. in the US.
Roger also comes through in 1921 with his aunt, Anna Nick (and her husband, Sam).
Charlotte Weiss comes through first in 1911, unmarried, aged 21, from Paris. She has an uncle in the US, Gustave Weiss, in NY, still says she's b. Paris. (I can't get Ellis Island to show me the first half of the manifest, it's being funny today).
There's also Georgette in 1920. Mary appears to be the mother of Georgette and Charlotte, is that right? Widowed in 1913.
I think Gabriel might be Gabriel Robinet, there are some Robinets from Reims/Paris arriving into Ellis Island.
For Paris records it is best to try and work out which area of the city they lived in (arrondissement) - http://en.wikipedia.org/wiki/Arrondissements_of_Paris as the civil records are arranged in these groups.
Civil registration - birth records for the Charlotte - would help you a lot - although, I see that Mary lists in 1913 herself as b. Reims and Georgette as b. Rouen - it seems the family moved between the larger cities. (This is good in some ways as many of the earlier registration records for Paris were lost in a fire).
