I have the medal rolls for the China War Medal 1900.
Had a quick check of HMS Barfleur and Orlando, only one who fits the bill:
Po8934 Pte H. Robinson HMS Orlando - medal with bar for Relief of Pekin. Is that him?

Have you tried the Royal Marines Museum at Portsmouth. They may well be able to shed some light on events.
